Our History
Our History
Formally, Nash-Edgecombe Economic Development (NEED), Inc. It was organized by community members in 1964 in response to the needs of the community, and the War on Poverty spearheaded by President Lyndon B. Johnson and Congress to eliminate poverty. NEW CA, Inc. is a 501 (c) (3) tax-exempt, multi-funded Community Action Agency located in Rocky Mount, North Carolina. NEW CA, Inc. operates and administers a wide variety of anti-poverty programs such as Head Start, USDA Food Service Child and Adult Care Food (CACFP) program, HUD – Section 8 Housing Program, and the Community Services Block Grant (CSBG) program.
NEW CA, Inc., serves the communities of Nash, Edgecombe, and Wilson Counties. The average number of employees is 120 individuals and an average agency budget of $11.9 million. The following is a brief description of each program.
- -CSBG/Family Development – This program provides general services for eliminating poverty, which includes job search and placement; standard housing acquisition; community development; and community planning; and a program to eliminate the homeless.
- -Section 8 Housing/HUD Choice Voucher – This program is funded through HUD and provides Supplemental Rental assistance to over 520 families residing in privately owned housing units through the Housing Assistance Payments Program.
- -USDA Food Service Child and Adult Care Food (CACFP) Program – This program provides aid to child and adult care institutions and family or group day care homes for the provision of nutritious foods that contribute to the wellness, healthy growth, and development of young children, and the health and wellness of older adults and chronically impaired disabled persons.
- -Head Start Program – This program is a federal program for preschool children from low-income families to prepare children ages 3-5 years for school readiness and engage parents in the process of nurturing and educating their children. Services are also offered to meet the special needs of children with disabilities.
- -Early Head Start– This is a federally funded program for low-income families with infants and toddlers, as well as pregnant women. The program provides comprehensive child development services, while supporting parents in their parental roles, and helping families achieve self-sufficiency.

Head Start is a federal program for preschool children from low-income families, providing educational activities, healthy meals, and a safe environment. It supports children's holistic development, including those with disabilities, and emphasizes family engagement through meetings, training, and leadership opportunities. The program also connects families to resources for self-sufficiency and reserves 10% of enrollment for children with special needs.

The Section 8 program provides rental assistance for low-income families, allowing them to choose housing from the private market. Landlords can list their units for Section 8 tenants, ensuring the housing meets HUD standards and rents are within approved limits. Landlords must screen tenants, and after passing an inspection, a lease is signed with rent assistance provided through a Housing Assistance Payments Contract. Discrimination in tenant selection is prohibited.

The Community Services Block Grant (CSBG) aims to combat poverty by helping low-income individuals and families achieve self-sufficiency through employment, education, and support services. Program components include case management, work readiness training, and emergency services. Eligibility is based on Federal Poverty Guidelines. Applications can be submitted online or by mail, with a processing time of up to two weeks.
