Request for Proposals: Housing Development Program Design & Feasibility Consulting

Nash, Edgecombe, Wilson Community Action, Inc. (NEW CA) is seeking proposals from qualified consulting teams to guide the design and feasibility assessment of a new, in-house housing development and management program. The project aims to launch a low-risk pilot program (such as a master leasing model or 1–2 homes) that seamlessly integrates stable housing with NEW CA’s existing Head Start and workforce development initiatives into a holistic “integrated care model.” Interested consultants are invited to review the full scope of work—including framework design, partnership mapping, and developmental evaluation—and submit their proposals.
